MUD Tax Districts Can Add $150 to $500+ Per Month

Many newer neighborhoods in the NE Houston area sit within Municipal Utility Districts, or MUDs. These are special tax districts created to fund water, sewer, drainage, and road infrastructure for developing areas. The tax is collected alongside your county and school district property taxes and is typically included in your monthly mortgage escrow.

MUD tax rates vary significantly. Mature MUDs that are 20 or more years old might add $0.25 to $0.50 per $100 of assessed value. Newer MUDs with outstanding construction bonds can add $1.00 or more per $100. On a $400,000 home, that difference can mean an extra $150 to $500 per month in your housing payment.

This is one of the biggest surprises for buyers moving to this area. I always check whether a property is in a MUD and what the current tax rate is before you make an offer, so you know the real monthly cost.

Flood Zones Vary Street by Street

The NE Houston area includes properties in FEMA flood zones ranging from Zone X (minimal risk) to Zone AE (high risk, flood insurance required). These zones can change block by block, especially near Lake Houston, the San Jacinto River, and Spring Creek.

Flood insurance is required by your lender if the property is in a high-risk zone, and it can add $800 to $3,000 or more per year to your housing costs. Even properties outside high-risk zones may benefit from flood insurance, especially after Hurricane Harvey showed that flooding can happen outside designated zones.

For every property we consider, I review the FEMA flood map, check the elevation certificate if available, and look at the flood history. This is non-negotiable due diligence in this area.

Texas Homeowners Insurance Is Higher Than You Expect

Texas homeowners insurance premiums have risen significantly in recent years, driven by severe weather events, rising rebuild costs, and carrier exits from the market. In the NE Houston area, annual premiums typically range from $3,000 to $5,000 or more, depending on the home's age, construction, claims history, and proximity to the coast.

Windstorm coverage may be a separate policy if the home is outside the local windstorm insurance pool. Roof age and condition matter a lot here, as older roofs can trigger higher premiums or coverage denials. I recommend getting insurance quotes early in the process, not at closing.

New Construction vs. Resale: Different Math

New construction in the NE Houston area often comes with builder incentives, but the total cost picture is different from resale. Newer homes typically sit in MUD districts with higher initial tax rates, and the builder's base price often does not include lot premiums, structural upgrades, or design options that can add $30,000 to $80,000 or more.

Resale homes, especially in established neighborhoods like Kingwood, may have lower tax rates, mature landscaping, and proven flood histories. They may also need updates, but you can often see the full picture before you buy.

Neither option is automatically better. The right choice depends on your priorities, timeline, and budget. I walk through both paths with you so you can compare apples to apples.
